California voters rejected Proposition 45, which would have given California’s insurance commissioner power to veto proposed health insurance rate hikes; Proposition 46, which would have raised the state’s 39-year-old cap on medical malpractice damage awards; and Proposition 48, a tribal gaming proposal. Voters easily passed Proposition 47, which requires misdemeanor sentences rather than longer felony sentences for six crimes, the San Jose Mercury News reports.
